Depending on your brush, you will be able to get the textured outline with the pen tool. I think you could use illustrator for the similar look however I find photoshop more comfortable. One thing I always do when I paint background is to check the black and white value. This was the first thing I learned to do when I was hired at work, and I still find it the most helpful! It really helps you to see the area thats getting muddy or unclear to read. I usually check this when I start adding lightings on the background, and I also put more details on the area where the lights are hitting. (Rim lights, shines, etc. Those things make object to read more clearly and look polished.) It is very important to know where you want the eyes to go to (where to focus), and it will give you a better idea how to set up the lighting!
